Sounds impossible, but some traffic lights can indeed be manipulated remotely. Originally designed for emergency vehicle use, control is now available to all via a $300 device called the MIRT (http://www.themirt.com/) allowing drivers to change red lights to green in 2 to 3 seconds from more than 1500 feet away. And as per The Detroit News (http://www.detnews.com/2003/commuting/0310/26/a01-307303.htm), this device is for real and is actually useable on some local traffic lights. And, for now, it appears to be perfectly legal too!
