Paul Hastings knows internationalization, localization, and globalization issues like few others, and he also seems to know all there is to know about how these subjects pertain to ColdFusion. Paul (who wrote the chapter on this subject for my Advanced ColdFusion book) has written a great article on this topic for DevNet.
